At least from the Ironborn maester in Sworn Sword, it seems like they know it can be used for both. Also, the priests of the drowned god believe that people who drown and come back are blessed, so would try to save them – hence Aeron.
This is a truly silly what-if, but here goes: If a drowned priest happens upon a drowning victim outside of a ritualistic drowning, what happens? Do you think there are any spiritual/theological restrictions to using their proto-CPR for non-ceremonial purposes, or are drowned priests also the best lifeguards this side of the Narrow Sea?
