We know that the Kingsguard were there, the fact that Duskendale was blockaded by sea means that the Royal Navy was there, but the fact that Tywin used both short- and long-ranged communications suggests that he went beyond the king’s own bannermen, and probably called up his own Westermen (if you’re going to put Duskendale to the sword, relying on Crownlanders to do it is potentially dangerous), maybe some Riverlanders given the regional proximity.
