Can Lords in Westeros conquer other lands? Could Balon for example sail to Volantis and attempt to conquer it or would he need Kings permission?

The only example I’ve seen is Daemon Targaryen, and that was something of a crisis, because conquering other lands raises the issue of alter rex.
