There is precedent – both the Iron Islands and the Stormlands have merged various parts of the Riverlands and Crownlands into a larger kingdom.
In westeros would it be possible to merge two kingdoms? I mean, like Robb becoming king of both kingdoms, without having Lord Paramount. For example, would it be possible for Robert merge Stormlands and Crownlands, since he was ruler of both?
