Blindsided? I highly doubt it, given that Varys likely kidnapped Tyrek during it.
Do you think Varys and Petyr were as blindsided by the riot in KL as everyone else? Or could they have foreseen something of the sort and encouraged it, by planting agitators in the crowds, for example?
