during the middle ages when they were “decentrilized feudal monarchies” does that refer to the fact that the king and his court used to travel around the kingdom instead of having a capital? would that instead make Westeros a centralized monarchy?

It’s more than just the location of the capital, it’s also about the concentration of political power vis-a-vis the landed aristocracy.

So Westeros isn’t particularly centralized as a monarchy.
