Doesn’t the mountaineous terrain of the vale contradict the idea of a large and powerful class of mounted knights?

Well, in between the mountains you have the valleys that the Vale is named for, and that’s where the knights rule. Not that different from Medieval Wales during and after its conquest by the English.
