Household guards usually draw their arms and armor from their employer.
Also, do you mean common soldier? Because men-at-arms tended to carry multiple weapons as a matter of course.
From where do the household/peacetime guards get their weapons? So knights has to pay for their own weapons, but how the household guards get theirs? Are those weapons actually theirs? They have chainmail armor, halfhelms or full helms with visors, spears, crossbows, sometimes swords and they have secondary weapons (daggers) which is also pretty rare for a common man-at-arms.
