Would the statues of the Stark kings and lords need some touch up work every few centuries or so, or would the conditions in Winterfell’s crypts mean they’d never weather enough for it?

They probably would. While being in the crypts means they wouldn’t be exposed to the wind (and thus weathering), you’d still run into problems where damp would slowly erode the stonework.
