Why did Daeron II Targaryen marry off two of his sons to a Dondarrion and a Penrose? Wouldn’t a Baratheon have been better?

Specifically because I think he wanted to divide the Marcher Lords of the Stormlands so that they wouldn’t be a coherent political bloc as they had been in the reign of Aegon IV.
