Ah. As far as I can tell from the books, it seems attached to Deepwood Motte and the Glovers, which technically means the Starks are the lords of that land.
i think what the guy meant was wether sea dragon point is a personal fief owned by the starks…. because for some goddamned reason thats how it is in CK2 Game of Thrones.
