I would imagine some of the larger lords of the North, maybe the lord of the Arbor, etc,
The Vale “is small compared to the domains of other kings (and even some great lords)”. Who are these great lords whom have more land than the entire vale (proper vale)? I can only think in the Hightowers that control the entire south part of the reach. Who else?
