maybe lord baratheon was one of the ones thats promised that he would rise for daemon if it came to war, but when it came, he got cold feet. quite frankly, its amazing that so many who said they’d rise for daemon when the time came actually did. but there had to have been some who made promises, but then backed out when push came to show.
