You said Cersei is okay with having to take care LF’s obligations because she can give the castle/lands to other followers too that way. But those don’t get it as property, only the job to clear up the mess for LF. The Holy Hundred sort out Harrenhal, but do they get the taxes, or do they go to LF? Also isn’t the guy the Iron Thron made Lord ParamountoftheRiverlands supposed to help the throne’s troops with enforcing his subjects loyalty&restoring order,or at least show any interest?

Well, possession is 9/10ths of the law, so I would imagine as they’d be in the process of collecting them, they’d have a good deal of say in how much to pass on. 

As for troops, it was pretty clear from the hop that LF wouldn’t be the main force in subduing the Riverlands – hence why the Freys were given Riverrun, Darry, and (de facto if not de jure) Seagard. Mostly, LF was given the title to keep the Freys in check by denying them the Lord Paramouncy.
