Petty kingdoms are usually comprised of a single stronghold or fiefdom (”generally centered on a high seat”), and of limited size (”doubtful its writ was anything more than notional beyond a fortnight’s ride from his halls”), whereas your kingdoms proper have multiple fiefdoms and strongholds sworn to a king.
