Yes, because Stannis resented Eddard for being named Hand after Jon Arryn instead of Stannis himself.
If eddard is succesfull in making stannis king, would stannis create a council without him or any northman as littlefinger says ? But who would be a better advisor than eddard ? What small council could stannis have ? Many thanks
