The latter. The Lords Paramount are a necessary intermediary to run a continent-wide system of government – you can’t run all of Westeros from King’s Landing.
Do you think that reducing the lords Paramount to be of the same rank as the rest of the lords of their lands would be a viable option for a king to increase his own power, or would that make things too unstable?
