If the crown took out a loan from the Iron Bank but say, the shipment was lost on the journey over by sea, either to pirates or a storm, would the crown still be held responsible for paying that debt even if they never technically received the money?

Unless the crown’s negotiators were criminally incompetent, I would imagine that the debt only begins on receipt of the funds.
