Are the Targaryens as a dynasty underwhelming in terms of accomplishments? In almost three centuries of rule they only construct one city, no chivalric orders or schools, all the roads they build are of dirt even though they come from Valyria with its famed roads of stone, and they never bother to build a proper system of courts, judges, and sheriffs with the possible exception of Aegon V.
