Legally, Ned Stark could have tried and executed him, the same way he was going to do for Jorah Mormont when Jorah sold some people into slavery.
if Roose’s people weren’t so quiet and Ned Stark found out about the rape, murder and probably torture, what could he legally do about it as lord paramount? Would that be enough for Ned to strip him of his lands and titles?
