”Essentially, imagine someone who has Maegor’s bloodlust but with the charm and self-control that Maegor lacked, someone who has Aegon IV’s rapacious desires but all of the energy and ambition that Aegon lacked, someone who had Aerys II’s sadism but none of the mental instability or vacillation.” How does this portrait square against his loyalty to Viserys (submitting the crown of Stepstones), his loyalty to Rhaenyra (who he didn’t usurp despite resenting her claim), or to Nettles?

I don’t think he was loyal to Viserys in the slightest, only that at various times he saw more personal advantage inside the regime than outside of it. 

And I think it’s kind of bizarre you’d call him loyal to Rhaenrya and Nettles, given that he was married to the first one while schtupping the second.
