Dear maester Steven, I’ve been wondering if I could ask you something regarding Aegon V’ s reforms. Even if his all his children went into their arranged marriages willingly and/or he was able to obtain dragons, would he have been able to cow every noble house on the continent? According to GRRM, there are around 100 major houses sworn to the houses of the Lord’s Paramounts, and hundreds of minor houses. Thus, could he ensure every house followed his reforms all the time?

With three dragons, Aegon conquered a continent. 

So yes, I think Aegon might have been able to pull it off. Keep in mind, the hierarchy of the system can work for you,  if you can get the Lords Paramount to ride herd on their principal houses, and them to ride herd on their vassals, and so on, you potentially have a lot of local administration.
