Are the gold cloaks really believable in pseudo middle ages? Is there really a widespread tradition of having a dedicated city watch/city guard/police in our medieval history? And if there is, wasn’t it customary to have a military garrison defending the city? I’m fairly well versed in Carolingian culture and a bit in pre-renaissance France, but not as much as I’d like in military stuff, so I’m curious.

Depends where you’re talking about. Western Europe, no. Byzantium, yes.
