I’m pretty sure he promised Lyanna to raise Jon as if he were his own son.
did eddard actually have to claim jon as a stark relation? couldn’t he have just told everyone that he was orphaned by the war, and he found him? is bastard son, in westeros, really a worse social status than foundling that the local lord is looking after?
