Definitely after. The civil war that split the Triarchy started in 130 AC, and during this period the WOIAF says that, during the Rogare “caught up as they were in the Lyseni Spring. This was a time when the Rogare Bank waxed greater than the Iron Bank.” In this period, we’re told that “Lysandro assumed the style of First Magister for Life, and men spoke of him as Lysandro the Magnificent..”
This suggests to me that the Lyseni Spring was a period where Lys broke from the Triarchy and experienced great success under the leadership of the Rogare family, which would explain why the Rogare Bank was more powerful than the Iron Bank.
And then completely coincidentally and having absolutely nothing to do with the Iron Bank and Braavos’ anti-Three Daughters alliance, Lysandro and his brother died, cutting Lys off from support in Westeros and Dorne and Lysaro bankrupted himself trying to hold on to the family’s position, ruining both the family and their Bank.
