I don’t know that it helps for the larger problem, but surely there are three possible ways for Tywin to take all these castles? Besides assault and starving them out, they also could have surrendered to him. I’m not sure it makes sense for them to do so, but it’s surely a possibility. More broadly, perhaps we should just acknowledge that the world building doesn’t actually make all that much sense here?

Well, we know of two surrenders. One makes sense – the Blackwood forces were inside Riverrun so there was no one to hold the castle – but one doesn’t. The Whents should have been able to put up stronger resistance. That leaves a lot of castles unaccounted for.
