You recently stated that if you could change one thing from AWOIAF, it would be the part about the Disputed Lands being a desolate war zone . Had the Triarchy not fallen apart in 130AC, would they have allowed the formation of a 4th “daughter” to be the bread basket for the other 3 cities. If the reason for M,T and L’s trade wars where about access to raw materials and food, would a DL’s government, elected like the Volantene Triachs (a Triach per city), be a possible next step forward for them?

I don’t think so. Even during the Triarchy, we’re talking about a federation, and I doubt these city-states would give up control over their farmland. Also, a lot of the territory is going to be devoted to servicing the nearest market, with the big question being who controls the borders and the center. 

Your government isn’t that much different from the actual Triarchy, with the difference being a Council of 33 magisters vs. 3 Triarchs.
