No. There’s plenty of cases we’ve been given that show that the sliding pay scale is all about the religious nature of the institution – you have to show how willing you are to sacrifice. The Waif’s father, the Second Gift of the Many-Faced God, etc.
Could the Faceless Men’s sliding pay scale be indicative of them not /actually/ killing for money, and just ramping up the asking price as necessary so that no one could ever meet it? The only transaction we’ve actually seen is Arya’s, and she bought Jaqen’s services by a combination of saving lives and praying for evil people to die.
