These numbers just feel off, 2,000 men don’t feel like a enough to have potentially threaten the faith with as Kevan alluded, heck the gold cloaks alone should enough of a force then. I also find the Frey numbers rather conflicting with the siege given troop losses during the war and continued insurgency, the need to garrison all the new titles they were awarded, and the fact they sent half their forces up north to help Roose. The Twins would be completely empty if we hold to these numbers.

Gold Cloaks aren’t seasoned soldiers, they’re poorly-trained constables with a bad track record in combat. 

I would be careful though, about the numbers. If you look at the history of riots and other crowd actions, you’d be surprised at how few soldiers can take on how many ordinary people and win, as long as they maintain discipline.
