Probably Randyll Tarly, then Addam Marbrand (although no one’s seen him since he went chasing the Blackfish), then Garlan Tyrell (who’s going to be busy in the Reach), after which you’re really dipping into the junior leagues.
Moreover, there’s some major problems for any general:
- Territory vs. Manpower. The Tyrell host already split in half, with 30k going with Garlan to the Reach and 30k staying in the east. That latter 30k is also split between Tarly and Mace who are now in the capitol, and Rowan at Storm’s End. The Lannisters only have 1,000 men on Dragonstone and around 2,000 in Riverrun, the remaining were demobilized after Tywin’s death. With Garlan’s 30k busy in the Reach, that’s 30,000 to deal with everything else – the Riverlands, the capitol, Storm’s End, Dragonstone, etc.
- Chain of Command. In the Riverlands, Jaime’s supposed to be in control, but he’s gone missing. Daven has an issue of rank and not being prepared for independent command, as we saw with the 2nd Siege of Riverrun, plus he’s distracted with his wedding. Marbrand hasn’t been seen in a while. If Daven goes, all you have are Freys. Over in the east, Mace has rank, but Tarly has experience and presence, but…
- Politics. Mace isn’t moving until Margaery is declared innocent. The Tyrells and Cersei are in an undeclared state of war. Gods only know who the Faith Militant or the Goldcloaks will back if it comes to blows. The Golden Company has secret friends in the Reach. If Tarly is one of them, the whole edifice could collapse with a mere nudge.
