I’ve heard it claimed that Roose/Ramsay Bolton are Westerorsi counterparts to the historical Vlad Dracula of Wallachia. Does this theory have any merit? If not, does Dracula even have any counterpart in the books?

Yeah, I could see that; more Roose than Ramsay. Certainly the use of terror to cow one’s enemies was right up Vlad Tepes’ alley.
