Yes. He says something to Tyrion to the effect that, without the children Elia is not a threat and that he gave no order to kill Elia, just the children.
wait, what? When did Tywin ever say that Elia should have lived? He said that he cannot be blamed for what Gregor did w/r/t the rape, but did he really say killing Elia was a bad move?
